Large TV Box broken up with the polystyrene broken into small pieces

What's wrong is that some moron thinks it's OK to dump their rubbish anywhere they like. Polystyrene takes 500 years to break down and is dangerous to children and animals. There is a reference code on the side of the box (picture 2) it looks like 812 IM /24X60 that may identify the address it was delivered to. The time I took the pictures was 20:45 on Sunday 8th July 18. I checked again today 10th July, the cardboard box had gone but the polystyrene was still spread over a large area.
