Possible Fly tipped topsoil

Sent to Stevenage Borough Council 3 minutes later. FixMyStreet ref: 1639331.
The first house on the West side of Wansbeck Close, at the roundabout with Great Ashby way, has had a new set of paving stones laid in front of the property. The person laying the stones has moved all the unwanted topsoil and dumped it on what I presume is Council land to the side of the property. There are 2 mounds, one around a large bush the other close to the BT box. On the face of it, you may say it's not causing a problem, unless someone needs to work in that area of course viz BT. There is also an electrical sub-station close-by; I'd call it fly tipping, depending on who actually owns that piece of land. Whatever, it's pretty unsociable to do this, whatever the case.
