Bin bags left outside on collection days

This is now a regular occurence on Bins collection days. There seem to be a household who leaves their bins on the floor on collection days. One of the bin bags seems to appear on the 28th of October and the other one two weeks before that on the 14th. There is the need to investigate and go through the bin bags to find the culprits
