Abandoned overflow wheelie bin

2 or 3 months ago this garden waste wheelie bin turned up on the grass area between the junction of Whittington Lane and Whomerely Road and the adjacent garage. The bin had a waste services label on it saying the contents were contaminated. The bin has apparently been flytipped there by the household responsible for it as they could not be bothered to remove the contaminated waste. The bin is not associated with the adjacent garage (which I rent from the Council) or the nearest house (No. 38 Where I live) Yesterday I noticed someone is now dumping bags of household waste in the bin. The bin is now overflowing.
