Three vehicles abandoned on council land

Three vehicles have been abandoned in the garage block behind number 36 Faraday Road SG2 0AZ. All three are owned by the same person who ALSO rents two lock-up garages in the same block. The tank hasn't moved for at least five years and the Nissan and Renault have sat there for over a year. Both of the male's lock-ups are full of junk.
According to the DVLA webite all are shown as SORN... none of them are taxed.
Are Stevenage borough council allowing residents to store unused vehicles on their land free of charge? At the inconvenience of other residents who are unable to park their fully taxed vehicles?

In the photo you can see the moss and weeds growing under all three vehicles... indicating how long they've been dumped there.

The three vehicles are still there. Personally I don't see how this differs from fly tipping.

Vehicles have been claimed by the registered keeper and therefore not considered to be abandoned. The registered keeper has been spoken to and has agreed to ensure the vehicles are Taxed and MOTed when it is reasonably possible given the current circumstances
